Job Overview


The PNG Red Cross Society (PNG RCS) belongs to a family of the largest and the most prominent humanitarian organisation in the world. It has been established under an Act of Parliament in 1976 and is charged with a significant national responsibility under its auxiliary role to the government.

PNG Red Cross is seeking a consultant to review the achievements of the current strategic plan (2017 – 2020) and develop a new strategic plan with the goal to enhance its impact, highlight the current position and define the future direction of the organization.

The goal of the consultancy is to develop a strategic plan that considers the current internal and external operating environment of the organisation in order to enhance PNGRC’s effectiveness, outreach and financial sustainability. The consultancy will also include taking into consideration the global and national contexts of PNG Red Cross and the laws and regulations in PNG that affect the business of the PNG Red Cross in terms of its outputs and outcomes.

The consultant will be required to facilitate the process of developing a new strategic framework and identifying new and ambitious goals and objectives for the period 2021-2030 taking into account paradigm shifts in donor funding and guide the National Society in its journey to self-reliance. The strategic plan shall have its orientation and alignment with strategy 2030 of International Federation of Red Cross and Red Crescent Societies (IFRC)

An Internal Steering Committee (ISC) of PNG Red Cross will be the focal contact in collaboration with the Consultant, in all matters pertaining to the consultancy.

Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services through submission of an Expression of Interest (EOI) to PNG Red Cross to include the following:

  • A suitability statement; including commitment for the entire assignment.
  • Updated CV that clearly spells out qualifications and experience in relation to this assignment.
  • Contacts of 3 organisations that have recently contracted the consultant to carry out a similar assignment.
