Area Manager – Buka
Area Manager is responsible for leading large program and operations teams in the implementation of Save the Children’s programs in their respective locations. AM reports directly to the Program Operations Director and is responsible for ensuring MEAL, Support Services and Finance functions work collaboratively to deliver high quality programs that meet Save the Children’s global quality standards

Skills, abilities, and experience

  • Demonstrated leadership skills at coaching, mentoring, and managing a diverse
  • Strong project management skills and demonstrated experience in managing complex projects
  • A solid understanding of program logic and the ability to translate proposals into a detailed activity plan
  • Strong financial management skills including the ability to use and analyse Excel-based financial reports
  • Demonstrated ability to enforce organisational policies and procedures
  • Excellent communication and influencing skills and the ability to converse with internal and external stakeholders both technically and operationally
  • Evidence of capacity building of teams
  • The ability to effectively coordinate resources and drive outcomes quickly
  • Strong English language skills and an ability to communicate with diverse audiences
  • Good communication skills both in English and Tok-Pisin
  • A willingness to travel to regional locations within PNG
  • Able to work harmoniously in cross cultural environment

Qualifications/Accreditations

  1. Bachelor’s degree or post-graduate qualifications in project management, international development, or a similar area

Role Purpose

Area Managers are responsible for effectively leading project operations and finance and support services teams in the implementation of Save the Children’s programs in their respective locations. AMs report directly to the Program Operations Director and are responsible for ensuring MEAL, support services and finance functions work collaboratively to deliver high quality programs that meet Save the Children’s global quality standards.

Key Areas of Accountability

Leadership:
Foster a strong understanding of Save the Children’s values, country strategy and quality standards within the provincial team
Foster a strong culture of collaboration between the MEAL, finance and support service functions, and provide opportunities for all functions to contribute to quality program delivery
Seek opportunities to advance Save the Children’s Country Strategy in the province where possible

Stakeholder Management

Foster a culture of external collaboration among the provincial team and encourage staff to build relationships with key stakeholders at all levels
Build strong relationships with key sub-national stakeholders, including provincial and district government, relevant CSOs and FBOs, academic institutions and private sector

Project Implementation and MEAL

In collaboration with project managers, ensure that all staff are well-oriented and guided to deliver on project goals, objectives, expected results and donor requirements
Carry out quality Budget versus Actual reviews each month for all programs with input from project teams, MEAL, finance and support service functions
Guide and support Project Coordinators, Finance and Support Services Coordinators to understand project budgets, codes and review activity plans where required
Provide oversight to the MEAL, support services and finance coordinators to ensure that all program activities are implemented on time, within budget and to a high-quality
In coordination with MEAL Advisor and project managers, ensure MEAL coordinators are implementing project MEAL plans to a high quality, complaint and response mechanisms are functioning effectively, and impact stories are collected regularly.
Coordinate/participate/facilitate program reflection and learning activities to understand program implementation challenges and propose solutions to these challenges after every major activity or at least 6-monthly.
Guide and provide feedback to project coordinators and MEAL coordinators in developing activity budgets and activity reports before submission to relevant project managers
Support project managers to communicate project impact and act as the provincial spokesperson for SC as required

Financial Accountability

In collaboration with project managers, ensure all staff understand and practice Save the Children and donor-specific financial policies and procedures
In collaboration with head office Finance team, ensure all staff receive fraud awareness training
In line with the PNG Procurement Policy, ensure all procurements are value-for-money, programs are implemented cost-effectively and conflicts-of-interests are disclosed
Child protection and safeguarding requirements
Fulfil the roles and responsibilities of a child safeguarding focal point,
Foster a strong understanding of Save the Children child safeguarding policy and reporting process among staff and volunteers
Act as a role model by demonstrate the highest standards of behaviour towards children in both your private and professional life
In collaboration with head office, ensure all staff receive child safeguarding training.
Security and risk management requirements
Be aware of, and consider, the risks associated with your everyday work, communicate these risks to the CO Safety & Security focal point, and apply appropriate mitigation measures
